Dear Sir Frederick Lugard,

I am obliged to you for your letter

on the subject of the Hongkong and Shanghai Bank Ordinance. You will remember that at the time I spoke to you the matter was very much in embryo, and I was uncertain not only as to the question of remuneration, but also as to the question of drafting the Ordinance at all: and it was for this reason I spoke to you on the subject.

In view of the intimate relation

between the proposed new Ordinance and the Revision, our conversation decided my mind as to the latter question, but as to the question of fee I long ago arrived at the conclusion that it would not be possible for me to receive

one,

end I so informed the Bank.

I should be glad if you would forward

a copy of this letter to the Secretary of State.
